is there a way to test the generator to see if it is working when it is off the tractor and on your work bench

You can do a motor test. Simply hook it up to a battery. Case as ground and then hook up a wire to the leads one at a time if it has more then one lead. If good it will spin up like a motor if bad it will not

I have clamped the generator in the vise, then used an electric drill or hand held a 1/4 HP motor with a slip coupling to spin the generator... with no regulator, the faster you spin, the more voltage they put out.
