262 with e4 govenor

Got a e4 pulling tractor with a 262 Buda combine motor with the e4 tractor govenor starting to act up. Won't idle down on its own without pulling it down on carb throttle shaft. Everything is free a adjusted correct. Maybe balls stuck or spring broke. I posted same on Oliver, co op page.
 
I saw that you posted this also on facebook. Based on what you said the symptoms were, I didn't think the responses were going to help you. But, those that responded generally are much more in the know then I usually am and I hoped for your sake that they helped. Anyway, I believe your issue is either in the governor itself or the adjustment on top of the governor (the adjustment that the rod coming from the operator area is attached). It sounds mostly to me that the throttle rod coming from the operator station is not moving far enough to slow the engine down. Did you make an adjustment to try to get more rpms out of the engine? Does the spring push against the pivot arm when you try to idle the engine?
 
That's the thing bought the tractor from a pulling friend and came home went for a driveway ride put it in the shop and that's when it started acting up. This tractor has pulled and won alot in its time so kind of stumped. Other owner had it set so his dad could thro w the throttle up to he could the motor if he had a problem.
