'49 Case VAC

I have a 1949 Case VAC that I have been working on to replace parts that are broken, etc. and I came across a fellow who we received a belt pulley from. The original belt pulley system did not work the single hydraulic cylinder, so I replaced the pump system and put a couple of shims on (as the manual said to have very very slight movement between the gear and the shaft from the engine), tightened the 4 nuts and rocked the pulley back and forth to test for movement...kept taking shims off til there were no more shims on, tightened the nuts and rocked the pulley again. It still has a 3/8" - 7/16" rock of motion from my tick on the pulley. I was wondering if any of you had ideas as to how I can fix the "slop" in the gear contact area...

Can't help with the backlash in the gears. But there is a square head bolt with a lock nut to disengage the pump. Instructions are in a shop manual or owners manual. I can't tell you how off the top of my head
