has a double cable winch, think that's so you can have some tilt on the blade? obviously haven't seen it up close yet.
 
More likely, it's so you can pull a scraper; they needed on to raise and lower the bowl and the second to operate the ejector.
 
I had a 9U series D6 with two winches.One ran the blade,the cable ran down the side of the tractor through a tube.The other winch has still never had cable in it.Those are tool winches though,not pulling winches.
 
Auxiliary spool for another purpose. The blade would have to be removed or secured so both spools are available for a cable operated scraper, one to raise and lower the bowl, the other to open and close the apron. Tilt on a cable operated blade was offered by LeTourneau dozer kits, and it was set up on each push arm. The operator would have to adjust it manually. I am not aware of any cable operated dozer kit that offered tilt that is cable operated.
 
The term winch is misused in this case what you got is a twin spool Cable Control Unit,CCU,this unit is used on the back of the tractor to operate a pull scraper,the blade would be usually be taken off to make the tractor lighter and more compact or it could be secured in the raised position if need be,if the blade was needed at the same time as the scraper a front single spool CCU would be used driven of the crankshaft front pulley to operate the blade,as said above the tilt was manual,but as usual all sort of modifications have been done over the years after hydraulics became common.

Difference being line speed. On a PCU, CCUm the line speed is faster than a towing winch, however I have seen a few WWII photos of D7's with PCU's with one spool being used like a towing winch. They must have figured out how to use one for that purpose for light weight pulling. I would think you would overheat the friction materials from slippage when trying to pull something heavy LeTourneau referred to theirs as a Power Control Unit (PCU), and when Caterpillar started offering their own dozer kits, they called them Cable Control Units (CCU) LeTourneau offered R-7's PCU's for D7's, 2 spool, but you could also get a 4 spool model as well, I have seen photos of them.
