Case 580 CK Loader backhoe

The clutch in my 1967 580 CK is not working right. When the clutch is pressed the pressure gauge only only goes down 3/4 of the way. So it won't go into gear
without a little gears not meshing. Anyone have any ideas to what I need to do to fix this problem.
 
What have you got, a manual shuttle or a power shuttle, can you select gears with the engine stopped or the shuttle in neutral?

The tractor is started with the shift lever in a start position. Then with the tractor started the cultch is depressed and put into any gear. As far as I know
gears can only be changed with the tractor stopped. I have never attempted to change gears with the tractor moving. With the tractor moving I would guess the
clutch could be depressed and a gear changed. But I don't think so. I don't know what a manual shuttle or a power shuttle really is.
 
I forgot something, with the tractor moving forward or in reverse the lever on the steering could be moved to the opposite direction. That sounds like a good way
to tear something up. I don't know if that would tell you if it is a power shuttle or a manual shuttle.
 
A mechanical shuttle machine has a conventional clutch, a power shuttle has a torque converter, in either case the input shaft going into the transmission should be stopped when the forward/reverse lever is in neutral and the pedal pressed to ensure the transmission can be put into gear with grinding or grating, you say the pedal won't go down fully, (find out why and fix it) the pedal in the manual machine disengages the clutch, in the power shuttle it is the clutch cut out, it dumps the fluid pressure that is holding the selected clutch engaged.

I feel the pedal goes down all the way. It is the fluid pressure that is holding the clutch engaged that will not go down. I will take a look at that pedal, I do believe that pedal is going down all the way though.
