574 3 point problem

I just bought an ih574 diesel.
The 3 point hitch seems to go up higher and not go as low as my other 574.
It also will not lower after it is raised until you raise and lower the draft control lever.
Also when it is all the way up to get it to start lowering you have to push it down until it starts moving unless it has some weigh
Just the position control lever will not make it go all the way down.
Any help would be greatly appreciated before I start taking it apart.

3 pt will not go down:

Hi, there is a cover on the right side, in front of the rock-shaft. Remove and check if the spool valve moves with the position
lever. Make sure the draft lever is down. It has a long spring, with a rod, maybe the spring is unhooked.

Hi, maybe the unload valve is stuck. Check with engine running, raise the hitch and pull at the same time the hydraulic remote
lever. If the hitch raises, you have dirt in the unload valve. This valve is under the seat and you can remove the large plug
for access. One trick is to loosen the large plug, unload valve, 2 turns and start the engine, the hitch should raise if the
valve is stuck. It has a small hole in the valve and just blow dirt out with air. Replace the O-rings.

There is also adjustments on the lift arms and for the 3pt lift control lever for maximum lift height.

If it goes through the same range of motion, just starts higher and doesn't go as low, I wouldn't doubt but the 3pt upper arms can be "clocked" in various positions on the rockshaft like the larger tractors of the time. Remove the retention bolt from the end of the rockshaft, pop the upper arm off, and slide it back on one notch lower.
 
Are you leaving the draft control lever all the way down? If it is not, the 3pt won't go down.If you raise the draft lever with the 3 pt arms down it will raise them,and if you raise the 3 pt up with the position lever,and then raise the draft lever all the way up,the 3 pt arms will raise even higher.That is normal operation.
There is an adjustment,I think it is called the drop response.You have to remove the seat,its platform and a small cover.i had to make a tool-I brazed an allen wrench tip onto a piece of tachometer cable,and a large washer on the other end.It is hard to explain,you need a manual.It is sensitive-only a slight turn to change it.Mark
 

Yes. I am leaving the draft control all the way forward or down. When I move the draft control lever about 1" up from the bottom of its travel it raises the hitch all the way up. Then push it back down to the bottom of its travel and it lowers the hitch all the way. Not sure if this helps with diagnosis.
