Thought the carb wouldnt idle. Was Wong

Found out tonight that it isn't the carb. The shaft that goes across to the carb, comes from a fist sized ?????. When I raised up on the tube at that end, it idled perfect. I loosened the 2 screws that held the cap on which the tube to the carb was mounted, and raised it up and tightened them, but that didn't help.
This piece has a tube that looks to come down from the head into the top of the fist sized piece. There is a 2 screw cap that holds that tube in place. I will take it off and slide the cap up so that I can see whatever I can see.
Any thoughts??
 
that "fist" is the governor. in that tube is a shaft that fits in slot at the carb. if you dont have the tang in the slot it will not run properly.

IF that's the govenor, whats it setting on?
As I said, when I lifted up hard on the opposite end of that tube, the end coming out of what you say is the (Govenor) it idled perfectly, so I know I have that tang finally in the right spot, and likely have had it in the right spot for a 1/2 doz times ive taken the carb off to re stab it when it wouldn't idle
 
Loosen both ends of the tube a bit, then I think you tighten the screws in the carb. first and then the governor end.
 
Most likely the governor linkage needs adjustment:

With the engine shut down, remove the governor riser cover - the sloped cover with the tube coming out of it.

Under the cover is a bell crank assembly. Remove the cotter pin and pull the pivot pin from the crank.

Now with throttle handle wide open (handle back) turn the bellcrank clockwise as far as it will go and try to insert the pivot pin. Note which way (up or down) the adjusting block must go on the threaded riser rod to bring the bellcrank and adjusting block holes into alignment.

Turn the adjusting block as required until the pivot pin slides in freely.

Finally replace the cotter pin then the riser cover. The linkage is now in adjustment.
 
I did the easy way, and it worked. I then thought to try the hard way. As to removing the cover, which cover you talking about. The top one set at a slant with a tube coming down to it, OR the one on the side with the tube going to the carb
