Super C narrow front end repairs

My Super C front end swivels around when jacked up. Any suggestions about where to start repairs?

If part 18 in the picture was loose, or broken, the part 21 and 28 could disconnect! The system will likely need to be disassembled to get it right. A
repair manual is needed. Jim

well does it steer, when you are driving? probably not.
one way to narrow down the problem, is to have someone turn the steering wheel and you observe
