Farmall M Hydraulic Valve and Pump?

My father recently purchased an M at an auction and we have been working on figuring things out on it and getting things working. When it comes to the hydraulics we have not been able to get them to work.
There are 2 rods one going to the bell housing and the other going to this hydraulic valve with the hoses coming off and going to the rear. When we pull the rod going to the bell housing area we can hear
something engage, like a pump, my dad says this is for an optional pulley system that this tractor does not have; I was thinking this could be the hydraulic pump? The other issue we have is with this
hydraulic valve, we can not get it to move it is like it is stuck. Are we missing something or doing something wrong? We have tried lightly tapping on the actuating arm with a hammer but it is stuck. There
is also a smaller lever under the main one which moves a little but not very much. Thanks for any insight and help, it is appreciated!

The lever going to the main housing is the Liftall pump output control. When there is no accessory valve on the tractor it controls hydraulic output to one way cylinders. (pressure up, gravity down, one way pressure). The pump output on this tractor is directed too what is called, in IH unofficial terminology, a christmes tree valve. It converts the pump output to 2 way open center hydraulics. If stuck, it probably needs to be taken apart to get it operational. For operating the system, the pump rod is pulled back and locked in the on position all the time. This lets hydraulic oil (universal tractor fluid, or Hytran fluid) to flow into the christmas tree valve and return to the filler neck through the mounting pipes. When lift is needed and cylinders are attached to the christmas tree valve, the rod to that valve is pulled and the pressure is delivered to the cylinder, and return oil from the cylinder is dumped into the reservoir. When down is selected, the rod to the christmas tree is pushed in, and the pressure is directed to the retract end of the cylinder. return oil from the extend end is returned to the reservoir.
If the christmas tree valve is determined to be toast, the use of any open centered 2 way valve can be used in its place. Jim
 
This may help you some, the link shows the lift-all pump unit inside the tractor torque tube right behind the clutch. It is driven by the front of the lower transmission shaft. So the clutch has to be engaged for it to provide pressure which is about 900psi max. Number 6 is the pump fill tube which you see your picture below the knob like cap opposite of the starter. Hydraulic pressure and flow will come out of the the elbow you see plugged in you picture. Or it may also be coming from a similar fitting on the left side of the tractor to your ...Christmas tree... valve. Now if you have a pump on your engine by the distributor someone has modified your tractor for live hydraulics. Then you have a whole different ballgame.
