does the govner control air or gas flow? It seems my gas lever ( Throttle ) isn't working. runs wide open. I can control rpm by working the choke' Crazy times with tractor.
 
Controls the butterfly,thus air/fuel mix. Remove the governor case cover,look for a broken spring.Have you had the carb off? if so,you missed the 'tang' between the carb/ gov linkage. Look closely at the linkages,from throttle handle,down to the governor itself.Something has come apart/broken. Post back with your findings.
 
If I remember right you have had the carb off so very good chance you do not have it back on correctly so the gov to carb linkage is hooked up wrong so you have not control over throttle. If the tang on the gov is not where it should be you need to pull the carb back off and get it lined up correctly
 
If you know someone with another H, see if you can arrange to look at the linkages. Take some pictures to back up your memory. My son does that a lot before he takes things apart. I usually forget that step. That is if you don't get it fixed with the other advice that was posted before me. My feeling is that if it was working fine before you took the carburetor off it is unlikely to be the governor. If you open that first you may make a simple problem worse.
I have installed the governor linkage on a small
engine incorrectly so I know it is easy to do. I am sure someone else that reads this has also done so. They don't have to confess. They could make things idiot proof, but someone would come up with a smarter idiot. LOL
 
There's no linkage to it. The connection from governor to carb on an H or M is a tube, with a shaft inside. The shaft has an offset "tang" that fits into a "slot" on the front of the carburetor, which times and aligns the carb to the governor.

It's one of those things where it's either right, or its wrong. Miss the slot to one side, and the engine will only idle. Miss the slot to the other side, and the engine will only run at full throttle.

You need to take the carburetor down again and get the tang and the slot lined up properly this time. There's no way to do it without pulling the carburetor off the manifold, unfortunately.
 
More correctly it controls the amount of throttle plate opening to adjust the volume of the air & fuel mixture that leaves the carburetor to flow into the intake manifold. Just splitting hairs really, the fuel to air mixture is controlled by the carburetor through adjustable and fixed jets, passages and air bleeds. Simply put it is doing the same thing an accelerator in a car does as far as carburation control goes. I agree with others the tang on the shaft in the vertical tube missed the slot in the throttle plate shaft.
 
BTDT as others have said tang not aligned properly. I had the same problem with my H. Tore off reinstalled paying more attention to tang alignment back to 100%.
