Super M Carb leaking E12

Hi- Can anyone point me in the right direction in getting the carb on my Super M (E12) to stop leaking. When the fuel is turned on, it begins dripping around the choke plate linkage pivot point. Fuel backs all the way into the air intake hose. I have adjusted the float to specs and still leaks. Is this a float issue or something else? The needle has a rubber tip and seems to seat well when visually inspecting it with the bowl off.
 
Some of the time it is a bad seat, some times it is a loose seat, Sometimes the float is filled with gasoline. Sometimes it is the float rubbing on the bowl, Sometimes it is the needle getting stuck in the seat bore. I would try to test by removing the bowl, and (as someone brilliantly noted on this site) put a clear shallow bowl or jar under the carb up around the parts substituting for the cast bowl, and turn on the fuel. If it does flood higher than the setting, it is clear why. The only exception is rubbing on the bowl. JimN
