Stuck 656 injector

The injector came out, but the precup part# 278275-R3 is stuck half way in the head. Anyone have any ideas on how to get it out. It appears to be made of pretty hard material. I could make a puller of sorts and try to use a slide hammer, but am concerned about the end breaking and becoming more of a problem. I do not want to pull the head, but of course would if needed.

Also, how do you convert cubic inches to horse power. As in, 20 cubic inches is how much hp?
 
Scale and rust might be blocking the removal of the precup I would work it in and out in the effort to free it up. being careful not to get it cocked crooked in the hole.
The other question has no answer. Engines of the same displacements and number of cylinders can have HP differences of 10 times the other.
A single cylinder stationary hit and miss engine from the early 1900S displacing 50 CI and turning 750RPM with a compression ratio of 4:1, might produce 3 HP, whereas a 50 CI engine with 14:1 compression, 5 valve cylinder head, and turning 10,000 RPM might easily make 30HP.
