IH 1486 3pt HITCH ADJUSTMENT

I have a 1486.
I need to adjust the lift on the 3pt hitch.. Is there a certain way to do this? Seams when I try to adjust it to go higher it want go down as far as it needs to. and vise versa. When I adjust it to go lower it does not get as high as it should. I want it to go all the way up and all the way down!!

I am doing all the adjustment it the lever rod under the right fender.

Check to see if the top of the drawbar casting[ front part] is getting pressure from the swaybar link when the arms are in the down position. We take the drawbar out when we plow to get enough "down travel".

Just thought, is your draft control lever all the way forward[down]??

yea draw bar is out...
I have tried the it with the draft in both positions. It was working correct,,, and the screw adjustment came loose. and I havent been able to get it correct ever since..
