Paint Prep Help

After degreasing a large part of my tractor I noticed there still is alot of paint that is in very good condition, yet there is also alot of rust. Would it be possible to just sand blast the rusted and faded paint areas and sand the good paint areas then paint primer over the old paint and bare metal??

Good tight paint sanded and properly prepaired to repaint is as good as primer......dont need to primer those areas.....
 
Remove it, the old paint likely has rust under it. Then use epoxy primer, which is far better than your old paint.
 
If it were mine and I was sandblating part of it, I would blast it all, because as CNKS says, there could be rust or other contaminants under the old paint, by not taking all the paint off, you will have more prep work, you will have prime and feather all the edges of the paint, whereas if you take off all paint, you prime it, sand it, block it and paint it. and it all depends on what you want it to look like when it is done.
