Removing a steering wheel from a 444

I need some advice on how to get the old steering wheel off my IH 444. The center cap has been missing for who knows how long, and the bolt is well rusted into place. I tried to use some penetrating oil around it, but it still won't budge.

Here is the real question. If I try heating the retaining nut to get it off, how bad is the risk of damaging the hand pump just below the dash? Acording to the parts diagram, it looks like there is the retaing nut holding the wheel directly onto the shaft of the hand pump. Doesn't look like much else there, except maybe a gasket or something.

Heat would be a good thing to use if you can and use a good puller and smack that puller with a big hammer when you have a strain on the steering wheel to see if it will pop loose. Hal
 
There are 2 1/4 inch bolt holes ( or are they 5/16 I forget) on either side of the steering wheel to screw wheel puller bolts into. Just use really HARD bolts. Torque it up, use penetrating oil smack it a bit, wait over night leaving it torqued, etc.
