Help Starting IH 364 w/ BD 154 engine

I have a 1976 IH 364 tractor with a IH BD154 diesel engine (Comet combustion chamber) it has been apart for about a year and a half now we replaced the camshaft, and the oil pump after putting it back together we put new fuel, oil, antifreeze, and filters on it now it wont start it keeps cranking if you let it sit for 2 or three hours it will try to start but then loose it and start cranking again I have tried bleeding the injectors several times but this makes little to no difference I gave it a small sniff of either and all it did was knock 3 or so times I don’t really want to put any more either in it if I don’t have to. I really need help anything would be appreciated. Thanks Sean.
 
Are you 100% sure you have camshaft and fuel injection pump timed correctly. If I recall correctly the injection pump only turns 1 rev for every 2 revs of the crankshaft, so injection pump could be 180 degree out of phase or 1 rev out of time. You have to bleed fuel filters then injection pump, then crack a couple injector lines and crank engine. Also will not start unless glow plugs are working without a lot of cranking and outside temp is 90F or more.
