UD 14A Resurrection on Galion 102

I have just recently purchased a Galion 102 road grader and having a heck of a time getting it to run on diesel.
I just got the pump plunger unstuck and starting getting fuel up to the injectors. Not sure why it will not continue to run when I switch from gas to diesel.
No smoke or any indication of fuel into the cylinder.
Waiting on ud 14a manual prior to removing injectors to search for further issues.

Check to see that the starting valves are closing. Either look under the valve cover or remove the spark plugs put the engine in the diesel mode and crank it over. No compression sshould come out the plug holes when in diesel mode.

Take side cover off pump and check for stuck rack. i.e. outside control arm moves from idle to full throttle, but control rack to plunger assembly does not. Common problem.

Initially when I was removed this cover, there was a hooked shaped piece of metal broken and laying under the side plate. I replaced this piece from another like injector pump.
When I had the pump plunger removed to free up the piston, I noticed that there was a rod under the plunger assembly that would move forward and aft when the throttle shaft was rotated.
This rod would also move the governor arm under the outside cover This rod also has teeth cut in the rod under the plunger. It has a missing tooth that appears that it matches the gear on the bottom of the plunger.
After I assemblied the pump back onto the motor, I am getting fuel to the injectors but the motor still fails to run on diesel.
I am a little confused on the correct timing of the pump to the motor. I put the motor on compression of #1, DC, then set the inj gear to the TS mark on the inj pump drive shaft and aligned the pointer to "0" on the gear.
This is where I get confused, there is a line on the gear mounting flange and also the mark that has TS marked on it, which do I use to time the inj pump?

If no White smke, there is no Diesel going in. The diesel fuel will be pumped in even with the start valves open. I think it may still have air in the lines, open a line at the injector to see if it leaks fuel when it is switched over! JimN

With No. one cyl on TDC compression strokeline up marks DC on fan drive pulley with pointer in front cover. Fasten pump to engine. Place pump gear on drive hub so chamfered tooth lines up with groove on front cover Groove is on right side above center. Turn pump hub untilgroove on hub lines up with groove on face of pump gear. Place the timing indicator on hub with poiinter at zero mark on gear bolt hub gear and indicator together
