I pulled the head off of my H and found a burnt valve on the #3 cylinder. the seat however is fine. I believe it is an intake valve, because it is the smaller diameter. Is this correct?

The valve seat is attached to the head and able to dissipate heat much more quickly and easily. The only chance the exhaust valve has to dissipate the heat is the short moment it is actually seated.

A new valve won't seal properly though without grinding the seat as well...
 
A piece of carbon may have been trapped between the valve face & seat, the valve may have been re-ground so the margin was too thin, the fuel mix on that cylinder may have been too lean (intake manifold gasket leak?), spark plug heat range incorrect; there may have been other reasons, too.
I would suggest having all the valves reworked by a competent machine shop. An automotive shop will be able to do the work also.
