On a 264 running 2600 rpm for 30 seconds or so with a bored out carb,is gravity enough or should I look at a fuel pump.It seems like its starving for gas,on bottom end. All lines,bowel,tank and carb is clean.Turned off Im getting over a pint in 30 seconds out of bottom of carb.

A pint in 30 seconds translates to a rate of 15 gallons per hour, more than sufficient I should think! I'd be looking at the float in the carb if she's starving, or a vacuum leak.
 
Seems marginal to me.
With the bowl, float and nedle removed what is the flow out of the seat. If the same, I would look to larger diameter tank supply fittings, lines and shutoff valve. A modified (larger seat and needle might also work.) JimN
