W-4 with a sticky governor?

I'm working on a W-4 that's been sitting since the 60's. Now that I've got it running (some TLC to the mag and a carb rebuild) I need to start working on some of its troubles. It runs at about 3/4 throttle and I can't get it any lower than that, it will rev up and down above that, just won't go any lower. I had the side off the governor and everything seemed free. Anyone know what I'm missing or is it time to start making adjustments? Thanks, Sam
 
I tried the idle screw and it didn't have any noticeable affect, guess I'd better pull the carb back off. Sam
 
My Dad's H had a bad governor, all the parts looked fine, but put on a different governor and it works great. Found out the old one had a lot of looseness and worn parts.
 
When you put the carb back on make sure that the little square piece coming out of the tube between the carb and governor is in the slot of the carb.

To make things easier, you can loosen the 2 screws on the governor end of the tube and slide it back and forth to let you get the little square piece in the slot. If you can not see well enough use a flashlight to make sure it is in the slot.
