poor circulation on H

I do not have any circulaiton on my farmall H. Put in a new therm. and that didn't help the issue. I had the radiator worked on and that didn't fix issue either. Cleaned side water jacket cover which was in bad shape and that didn't help either. Water pump is turning but is it possible the impeller is worn out. I need help with this. Tractor is painted and parade ready but won't stay cool. I can see the water circulate in my other H. No water movement in radiator on this unit at all.
 
First make sure the bottom radiator hose isn't collapsing when hot.
Make sure fan belt is tight enough.
Get a new water pump.{Can't hurt}
A good test for a bad radiator is to plug the bottom hole and fill with water. Remove the bottom plug and the radiator should empty with one big gush of water with some force behind it.
If the water comes out slow or in spirts the core is plugged.
 
Water pump impellers can be loose on the shaft, or have eroded blades. The hoses can have internal breaks that cause a flap of rubber to fold out into the flow, effectively stopping the water. Is the new thermostat working! (put it in a pan on the stove with a candy thermometer to assure it works.

Make sure that the "cross tie bar" from the water pump pulley is actually turning the center shaft.

My H was missing this and it took me awhile to realize this problem.

The pulley was turning like mad but the impeller was stationary due to lack of mechanical drive.
