IH 2500 Backhoe No Swing

This 2500-B tractor with a 3142 backhoe will not swing side to side. The rest of the hydraulics work good and I just changed the hydraulic filter. How do I troubleshoot this problem and what could be the causes? The tractor is new to me and I don't know how long this has existed.

That leaves the valve or the swing cylinder. A bypassing and leaking piston seal in a cylinder it seems to me would try to move a little. Maybe something plugging the valve or sticking inside it. To troubleshoot it, swap the hoses from one cylinder that works to the swing cylinder. Let us know what you find out.
