W-4 (H) engine racing

The W-4 engine started to race all of a sudden thinking a spring broke that is not the case , took the plate off of govener , all is there but the bearing that slides in front of the weights is a little loose compared to the W-6 , also checked the linkage and carb plate also . Any help before deer hunting , opens the 21st.
 
If the linkage that connects to the hand lever is moving the governor through its full range, there are two possible factors. Loose intake manifold or carb can allow excess air into the engine, and if rich (or choked a bit) will race.
Throttle plate is open more than it should be.
If manifold and carb are not loose or leaking, the plate must be open more than idle.
The plate can be loose on the shaft, the shaft can be sticking, the link shaft tab in the tube can be out of its slot, or the governor can be sticking. (main springs in governors open them, if broken or weak, they do not have high RPM. Good luck, JimN
