Low compression on H

I just bought an H that had been overhauled and then let set for a few years. I has very low compression, about 25. What do I look for in correcting the problem?

First make sure (if it runs) that it is operated for at least 5 hours in a variety of loads, then check it again.
Second make sure the gauge is reading correctly and that it is sealed into the cylinder when checking.
Third make sure all plugs are out, and the throttle is wide open when checking.
Make sure it turns over briskly when cranking during the check.
Third put a table spoon of engine oil in each cylinder (if it is still low and then do the check. Let us know what you find. If all cylinders are as low as 25 the gauge is suspect, OR the cam timing is way off and then it would not run. JimN
