my h will only run with choke on even when warm. did a valve job had carb rebuilt twice adjusted float both directions and turning carb adjustment screws don't make a differance
 
Still sounds like a fuel restriction somewhweres or maybe a bad gasket on the intake manifold.
 
If all intake gaskets prove out good, I'd suspect a possible porous/ leak area between the intake & exhaust ports in the manifold. How was the engine running before the valve grind? Did you grind the valves because of bad performance, or did it perform as it currently does? How is the fuel flow--is the carb getting enough fuel?
 
ran the same before but we had low compresion.when running we sprayed starting fluid on manifold no change
 
the main jet in carb is plugged check gasket
has not plugged main gallery my w6 i can
remove the main jet hold up to lite and push
small wire to loosen any dirt and blow out.
 
It's running lean, choke solves that. SO you have to chase that down. I'd start with the carb. The fact that adjusting the load jet doesn't affect the running. That's an indication that you have internal blockage, or not enough fuel in the carb. Double and triple check the discharge nozzle port and the main metering ports.
Who's doing the carb rebuilds? What kit and what procedure. It's not rocket science but I did my first Stromberg 97's (triple setup) way back in 1955 as a teenager and I still consider myself in the learning stage. et a pro to do the carb.

Start simple and work from there. Check to make sure that you have a good flow of gas from the tank to the carb. I have had 2 H"s that have had junk in the tank that was partly clogging the fuel outlet. As others have said you are running lean or the fuel is running slow. Start with the flow if its good move to the carb and so on.

I had this same problem a couple weeks ago on an H I was working on. Started out with a good tune up on the tractor before painting and it wouldn't run. Only way to keep it going was choking like you mention. Ended up going through the carb twice and solved the problem. Had a piece of fuzz in the jet.

Go through the carb and clean everything out very well and blow it all dry.
 
Remove the gas line at the carburetor and see if there's a full stream of gas from the tank. Hold a clean container and catch the gas. If this looks like just a trickle check the tank for rust & dirt blocking the flow. Shine a good flashlight inside the tank. If the flow looks ok remove the tube fitting where your gas line connects and look for a clogged screen. Make sure your float is set correctly and is not rubbing the sides of the carb. Check that main jet for being clogged. Hal
