Choking my 400 to death

The tractor used to start with the choke pulled out for only two or three seconds while you were starting it. Now I have to leave the choke out until it fires, and that is about 8 to 10 seconds or more. Would this be a fuel line restriction that is only evident while starting? After it warms up a little it runs just fine.

I would pull the line off of the carburetor and make sure that you have a sufficient flow of gas, if you do it may be as simple as taking the carburetor off the tractor and giving it a good cleaning, also make sure that the connection from your carb to intake is not sucking air. Also not sure where you are from, but it sure is cold as hell here in Michigan i wouldn't blame my tractor for not wanting to start
 
Since your 400 runs fine once started and warmed it suggests a couple possibilities:

1 - The choke plate is not shutting tightly. To check set the choke knob to full, remove the air inlet tube at the carb and peek at the top or bottom the plate, adjust as required so it closes tightly.

2 - New, emissions reformulated (ie crappy) gas. The ethanol, etc. in this stuff makes it less volatile. This in turn makes cold starting (of carbureted engines anyway...) more difficult - especially as the temperature drops. About all you can do there is try another brand of gas, or else simply live with it.
 
The choke cable appears to pull out about the same as it always has, but I am sure even a little bit open will affect its drawing ability.

Gas- I have gotten the gas from a different supplier. A friend had said the same thing about the gas being a possible problem.

It was -20 this morning and so I will not being playing tractor mechanic until it warms up or I need the tractor. I did my plowing yesterday when it was 14 .

Yeah, my old H started and died several times yesterday before I got him going. It was 10 below. There is nothing wrong with my tractor.
