I have a IH 2500 same as a 574(I have been told) It was +20 this morning started tractor power steering will not work until tractor has warmed up for about 20 minutes. Is this normal? it works great once the tractor is warmed up. I got this tractor about 4 weeks ago. Thanks for all the help you guys have given me.
 
I don't know if your tractor has a hydaulic oil cooler or not, but if it does it would also have a cooler bypass valve. That valve is used to bypass the oil cooler when the oil is too cold and thick to move through the cooler. The fluid then moves directly to the steering unit. Sound like maybe your fluid is not making it to the unit until it warms abit. I'm just speaking from working on a 504, again I don't know if your tractor has these parts. Hope this could be of use to you.
 
Change the hydrolic filter,if water is in the filter it will be frozen and wont let the oil get through until it thaws after the oils is warm. You might want to change the oil while your at it.Thats my guess Erik..
