1066 Power Steering

I bought a 1066 a couple of years ago and the power steering does not work right away. It is like the pump looses prime. To get it working, you have to turn the steering wheel until it starts working. Hot or cold weather does not effect it. Once the power steering is working, it does not stop, unless you kill the tractor. Is this a pump problem, check valve, or suction tube issue? Looked through the breakdown manual and want to have some ideas before I tear into it.
 
The standard problem is with the suction tube. The standard solution is to dump an extra 5 gal of hytran in the case.
