Carb on 1951 C

I rebuilt a 1951 Farmall C. I rebuilt the carb but it kept leaking gas out of the bottom of the bowl like the float was set to high. But when I would change the float level to where the gas did not leak out the tractor would not start. I decided I would have it rebuilt by someone who was skilled in rebuilting carbs and I still have the same problem. Can anybody give me any suggestions or what am I missing. I am frustrated at this point. thanks in advance for your help
 
Are you perhaps just giving it too much choke at startup? As a genaral rule the 113/123 motor doesn't tolerte a lot of choke, even when stone cold. A few - 2 or 3 - turns at most fully choked, no more than very few turns more at half choke, then open if it still hasn't started. Much more than that it'll flood and then drip as you're describing.
 
I had a carb on one of my C's that had a hair line crack in the bowl. We fiddled with that for a long time. One night we happened to leave the carb apart on a metal work bench with gas in the bowl. When we came back the next morning there was gas all over the work bench. Ended up buying a new carb from Case/IH and it has been working great ever since.
 
A lot of these tractors flood very easily in colder weather. What is the temperature where you are? A problem like you describe would concern me if the temperature was warm but would sound pretty typical for a cold start on a cold day...especially if the person starting were a little inexperienced with the tractor. I have a Ford on the drive and I can look at the thermometer and tell you almost to the crank how long it will take to start and how I will have to do it. I am assuming it isn't just sitting there leaking without being cranked, right? Very fixable but not enough info.
 
If the gas is just pouring out with the tractor sitting there, then the guy didn't rebuild it right.

To me it sounds like the float is hanging up on the inside of the bowl.
