governor timing

I had to remove the governor on my 1964 Cub loboy in order to get to a part. Now that I need to put it back together I sm thinking I messed up buy not checking the distributor/timing position. I need someone to tell me how to set the timing to the distributor, I have not turned over the motor at this point. Thanks in advance!
 
Pull out your spark plugs and pull the engine around by hand to top dead center on the compression stroke on #1. You can check it by eye, but the notch in the crank pulley should be in line with the pointer on the timing cover. The trick is to be sure you're at the top of the oompression stroke. That can be confirmed by stuffing a finger into the plug hole on #1 as you turn the motor. On the exhaust stroke, the air will simply be forced out the open exhaust valve. On the compression stroke, both valves will be closed and the air will be forced out past your finger as the piston rises.

Get the motor in that position. Then take your mag and turn it until the rotor is pointing to the position where it is cocked to fie on the #1 plug wire. This position is marked on many caps, and is usually at about 2 o'clock as you look at the mag from the rear as it would mbe mounted. This will align the drive slots and lug. Mount the mag up at this point, but don't tighten it down.

Rotate it counter clockwise so that the top is as close to the block as it will rotate. Then turn the motor one more complete revolution until the marks on the crank pulley and the timing cover are aligned again. (Depending on how you had the mag lined up you will hear the mag snap once or twice as you actually pass #1 and #3 -- If you were to peek under the cap at this point, you'd see that you are on #4, just 180* opposite #1). Then slowly rotate the top of the mag away from the block, turning clockwise JUST until you hear it snap. Bolt it down tight at that point and you're all timed up.
 
I though that was it but needed confirmation. I have not worked on an L series flat head before. When I pulled the #1 plug to get TDC I saw valves and decided to get an opinion of someone who has done this. So if I have both valves closed #1 cylinder Im good to go on that part?
 
Compression on the upstroke, both valves on #1 closed, and the pulley and indicator marks lined up and you should be good to go.
