farmall h idles to fast

my farmall H tractor idles very fast i have tried to adjust it with the idle screw but it will not idle any lower. when you put it in gear and go up a small incline with the throdle all the way closed in the first notch it seams to idle at a good speed but that is probably from the strain on the motor i would think. Do i have to adjust the govener maybe?
 
If it is the governor, here is pretty much a word for word description on how to adjust the governor from an IT Shop Manual.

" Adjust the carburetor; then with engine stopped, remove cover from the side of governor housing. Turn the governor screw (the upper one) until it just touches its stop (there should be no tension on governor spring). Place operator's hand lever in full speed position and adjust high idle speed screw (the lower one) until it just touches stop. To adjust governor to speeds which follow, start engine and place operator's hand lever in full speed position; turn high idle speed screw (the lower one)in to decrease speed or out to increase speed."

Hope this helps. I don't know much about adjusting carbs yet. If you need to refer to a diagram of the governor and its part numbers/names go to www.caseih.com and look under parts for it.
 
Check for the screws being loose holding the throttle plate to the shaft. If they are loose , one may end up on top of a piston if you continue to run it.
