Symptom: after raising an implement, the implement slowly lowers by itself, then jumps back up, lowers by itself, jumps back up, etc. I bought the IH rebuild kit and am preparing for a tear-down for the first time. While I'm in there, what specifically should I look for that is causing this problem? Maybe a piston seal or check valve?

Try looking for 56-62 years of general wear and tear. That's usually what the problem is.

These old tractors are simple, refined, and robust designs. That's why they're still running. Manufacturers have conditioned us to expect things to have weak points over the last 30 years, but back in the 40's and 50's it simply wasn't the case.
 
If you look at the I&T Shop Service Manual - pg 87 there is specs on the Hydraulic Pump unit for tolerances, but reviewing the manaul could be something in the Hydralic cyinder & valve unit. One of a few select items in the manual. Shoot me over an e-mail and I can send the portion fo the manuls scanned over.
