Whiring sound

I have a 706 gas, there is a whiring sound under the platform behind the clutch. I take it this is the Hydraulic pump? Is it normal for the sound? Also when I disengage the clutch to start the engine and then let the clutch out it changes the RPM a small amount? Is that normal?

Your description of the sound is too vague for anyone to make a clean diagnosis. It could be normal, it may not be. 706's make lots of noises, especially after 50 years.

If it doesn't sound "bad" to you, like a clicking, clacking, grinding, or squealing, and is not overbearingly loud, it probably doesn't need immediate attention.

Trying to cure every little noise in these tractors will cost you a lot of time and money. Run it until it stops and then fix the problem.
 
The RPM change is normal because once you let up on the clutch pedal the disc, pressure plate, input shaft etc are turning which puts a slight load on the engine.
