Remove the tank. Fill it with water, drill a 1/2 inch hole. Drain the water. Put a wire into the 1/2" hole and string a chassis punch (small sized piece)on the wire and move it to the new hole. Turn the tank so the punch is down and you can remove the wire. Center the punch in the hole and screw the draw bolt into the punch through the larger die. Tighten the bolt and cut the larger hole (the punch and die will now be on the outside! Jim

Jim's is an excellent idea.
Or use a special drill as shown in the link. They come tapered (as shown) or stepped.
