Replacing the belts on an H

Wondering how I take up the slack. Do the pulleys spin in and out to change the diameter?

Also, a little never sieze on that whole setup will go a long way. Just dont get it on the pulley where the belt rides and you will never have to worry about breaking it loose to replace the belts agin later on down the field.
