Farmall 450 IPTO Oil leaking out of a hole

I just cleaned out my PTO with diesel and filled it up with some 10W oil (2 quarts)Which basically filled it to the fill level hole. But once I started the tractor up and engaged the PTO, Oil started coming out of this hole an few inches above the PTO shaft. It wasn't just a drop or two, it was quite a bit. I put my finger over it and it was easy enough to stop, no back pressure that I could feel.

Is this normal, I'm pretty sure I put the right amount of oli in. Is there some sort of stopper that needs to go there, that possibly fell off? Or some sort of dowel pin that needs to go in there? It does seem to have threads.

1. 10W seems awful light, but if that is what the manual recommends, I guess you ought to listen.
2. Was it leaking there before?
3. If it wasn't, you may have added oil that was too light, or it may be overfilled.
4. I don't know too much on this subject so we'll wait for someone else to chime in, but I if the hole has threads, there should be something in it at some point doing some thing (for example, a fill plug, level plug, drain plug, a covering for an access hole, etc.)

Unless someone comes up with a better answer, I believe (after looking at the parts catalog (caseih.com) that it should be closed off and forgotten. Clean it up well, and look to be sure the threads are real and usable, Chase them with a tap, while it is running to let the leak displace the chips. Put a bolt and copper or fiber washer in the hole. The dimple shows in the picture, but nothing is shown going into it. Jim
 
There are two rear covers for the planetary IPTO. I have the alternate cover sitting on a shelf in my shop. It has three blind holes for the IPTO shield studs -- no oil should come out. I am guessing your rear cover also has blind holes.

Notwithstanding that, I would squirt some silicone or acrylic caulk in the hole and install the missing stud.
 
The vent looks like it got bent at some time. Ours sits square with the rest of the tractor. You might want to make sure it isn't about to fall off.

That top hole should be threaded for a 3/8 bolt, this bolt with a large washer, and the two studs to either side with washers & nuts, are what holds the PTO shield on. Put a bolt in it, or install the PTO shield.
