farmall 400 power steering problem

have a farmall 400 that did not have power steering, so i pieced one together using factor parts. Now - I do not have power steering untill i pull the hydraulic levers back and hold them back(or front) believe it have to be a check valve problem or something? Anybody help me with my problem? Power steering seems to work great when the levers are pulled but have nothing when in neutral position.
 
The problem is either that the priority valve you are using is open, or you do not have one in the system. They are available IH, or from Surplus Equipment, or many other suppliers. When you operate a non used valve, you create the needed pressure in the system. A priority valve does that. Jim
 
Chances are that you do not have the right IH regulator valve and first service valve. They will have a PS port and U-Tube. Goto the CaseIH online parts book to see the difference between the two systems.

I have replaced the priority valve. It has the
P.S. Port with J Tube and also the #1 Hydraulic Valve. So it must be something else.

Before the control valve that the J pipe goes to is installed a plug needed to be installed in the lowest hole in the 3 oil passages. Did it get done?
 
On the hydraulic valve with the J Tube, which side does the plug need to be on--left side being next to the tractor housing or the right side between the two valves. I am currently at work and do not have the valve in front of me.
 
Between the support post and the first valve. Its just a small round solid plug that uses a oring. With PS the oil flow path is changed in the hydraulic system. Without the plug it will work as you describe. Could be something else but with just installed thats the first thing to ask about.
