1937 f20 settings

can anyone tell me the valve settings when the motor is cold by chance?i got valves set at .010,and it runs pretty good too,
but the main problem im having on this fresh motor and carb rebuild is that when i pull the lever to speed it up nothing happens,is there any special kind of way to set the governor ?see i put the part on right that ends up in the carbeurator but it doesnt idle up or down,i can turn the setting on the bowl and it will idle up and down.but the other 2 adjustments right where the governor tube and the one setting next to it is where i cant figure our what to adjust and how much?but i am happy with it running nice but would like to accelerate it too a little bit at least
is there any pointers that can help,also will be needing parts out there too for a second one im going to redo that my grandfather had and his 4 sons,head was robbed so i need to start with all top end,pistons,sleeves,intake manifold and carb
 
10 is alittle tight-especially on a fresh head.IIRC,I set my '20 at 13(15 is ok).Those old,slow engines are better off a little loose than tootight-start easier,too.Sounds like a spring is missing or broken in the governor.Alderson Tractor and Glen Mlnaric(Lil Red Tractor Co.)are good for parts.But you might be better off finding a complete engine.Steve
 
On the carb, The screw right where the governor tube connects (has a small spring under it) is the idle stop screw and sets your idle speed. The one on the top middle of the carb is the idle circuit mixture screw and the big one in the middle is the main adjuster. Pre set at 1.5 turns out for the main and 1 out for the idle screw. Since you said it runs don't change them just start it. Then you can adjust them. Open the throttle and then turn the main screw out til it flutters ( keep tract of turns ) then turn it in until it flutters. Set the screw in the middle of these two points. Then slow the engine down to idle and use the same procedure along with adjusting the idle stop screw. An initial setting of that screw would be just barley open on the throttle butterfly. But if its in too far your engine will not idle down or respond to the governor. Setting a carb takes time and patience and unfortunately with a hand crank lots of cranking if you move the screws too fast and kill it.

The valve setting is .015 hot, so about .018 cold
 
I would pull the top cover off the governor housing and make sure the linkage works freely. It's possible that while the carb was off and the shaft housing was hanging loose that the rod inside the governor tube got bent and is binding. I had this happen on a 10-20 and couldn't get it to rev up. Had to tweak the rod a little with a screwdriver to stop it from binding.
