Christmas Tree Valve (w/pic)

I've got a two-way valve I'll be putting on my H eventually. Should the control lever have 3 "stops"? Mine only has 2. It seems like the lever should have raise, lower, and neutral positions. I know it needs a nut on the bolt on the top, will it also need repairs internally? In the pic, the lever is as far forward as it will go.

Looks like you have some issues there. Lever has to go forward enough to lock.

Take it apart and look, it is a simple valve. It is spring loaded to center.
 
I can probably already guess what is going on here!

Put a nut on the stem temporarily.and see if it will move from center BOTH ways.FULL back and fourth!BE EASY with it.

If it will ONLY go one way from center,It probably has the INNER spring in the spool alll rusted up??? (Mine was when I got it.)Will have to be cleaned outif so.
 
I had time to look at it today, and the pic shows where the spring returns the lever to. I can move the lever forward, against the spring's resistance. The lever pulls back easily from the position in the pic. The valve is clean and shiny on the inside, the o-ring looks OK, and the spring is free.
