Int'l 1724 truck-- what's this?

There is an "Actuator" in the engine compartment, on the firewall. There is a flip switch on the dash to operate it. The "output" cable of the Actuator is attached to the throttle linkage of the carb, right along with the accelerator cable. What does it "Actuate"? Can I remove it or should it remain?

Properly adjusted, it would hold the throttle open at a certain engine rpm for stationary work, like running a pto for a dump with lift controls on the back of the truck so the operator could moniter the flow of grain or whatever. Is it needed? Probably not. OK to remove if you don't need it.
 

I wonder if that gizmo is what is used on garbage trucks, to speed up the engine automatically when the packer mechanism is activated from the rear of the truck?
 
If the truck was ever an oil delivery truck, it went to the Scully Valve and pump, it would hold a preset RPM of the motor to spin the oil delivery pump
 
I would leave it! It is part of the truck and is different from the rest of the trucks. Something different is always nice at shows. Armand
