Need help F 12

Where or how do you check the oil on this F 12? It has 2 pet cocks on the side of the pan both about the same height on the pan. My manual shows 3 a lower, middle and upper ....mine doesn't have these nor a dip stick. Any ideas how to properly check the oil?

Also please tell me what this is and why the oil has water mixed in it. Is this normal (which I don't think it is) or is it a bad sign? Any help is appreciated.

If you are talking about the "froth"in your oil fill,THAT is from condinsation.(Crack drainplug on pan after sitting all night to make sure no water from cooling system is making it's way into pan.GOD forbid you would run straight water!!! )

If a lot of water/coolant comes from drainplug,I would be worried about cracked head,cracked block,head gasket,ect!)

About the oil check "cocks",I have NO idea why they are that close together???(Going off of my letter series here.)

hey are actually side by side when tractor sits on cement ones not higher then the other.

The two plugs look more like Farmall A plugs than F-12 plugs, they are interchangeable though I do not know if the pans were interchangeable. The earlier plugs had a flat handle whereas the Farmall A plugs had the bent rod handle. The Farmall A for distillate or kerosene fuel only had the two plugs, as for the gasoline engines whereas I thought 3 plugs were used on all the 12 series tractors (and the 14 series tractors)
 
Not sure this is the way it was when I bought it. Oil drips out of both tubes when cracked open. Not sure if this pic helps tell anything or not you can't see much of the engine in it. I can try and get a better pic of just the engine if that would tell you anything more about it.
