The top bearing is bad. Best is to remove the whole assy from the tractorthen you will be able to rpair it good. The parts will run around 50 pluss. You need two bushings two seals and a bearing. When you are finished it will steer like new again. I have done several and fill to level plug with 150wt gear stuff. Mite need to replace the bushings in the housing where the pin goes that lets the axle pivot. You can also get the gasket from I-H or make one.

Does the whole arm move up and down or does it swing up and down with the back end staying at about the same location? Restated, does the shaft move up and down or not?

If the whole arm is moving, Gene's explanation covers it. If the arm is swinging up and down, the arm has loosened on the shaft and you need to replace the arm and shaft. You may get into it and still find the parts Gene listed need to be replaced.

The arm and shaft moves up and down together the arm is tight on the shaft, also lot of play right to left in steering wheel I don't see any way to adjust the steering box .The tie rod are tight so I think all the play is in the steering box.Thank for all the help this A is new to me. Ralph
