IH 1086 failing to start

I have a 1086 I bought the tractor with less than 400 hours on a reman engine, and less than 300 hours on a rebuilt injector pump and injectors. I have put maybe 500 hours on this tractor.
The tractor started perfect everytime for 2 years. I started it and headed to clip pasture. I ended up shutting the tractor off. then went to restart it. it would not start, no smoke coming from the exshast, I gave it a shot of ether, it fired right up. and has not started again on it's own with out ether.
the no smoke bothers me, and the suddness of the problem. After starting with ether it runs perfect, I have tryed giving it more fuel by turning the pump up, but it didn't effect it. I did change the fuel filters and they were completly full of water, I got bad fuel or something.
If any one has any ideas, I would sure like to hear them. I would hate to replace the injector pump and find that isn't the problem.

Injection pump has built in excess fuel cylinder, but throttle must be set at least 1/3 or more for excess fuel feature to work. Can check with top cover off, should see stop plate move rearward when engine starts and oil pressure comes up, moves forward with no oil pressure. Not common but may be stuck rearward causing hard starting. If it is working OK then hydraulic head is probably worn enough internally that low speed cranking delivery is no longer enough to start engine when hot, but may start when fuel is cold. When it gets bad enough it will never start on it's own but only with a shot of ether but will run once it is started.
