450 Governor Rebuild

My governor on my 450 LP doesn't allow the engine to change speeds. It has plenty of power under load, but I can only speed it up to about 1200 rpm (estimated), and it won't drop below about 900 with no load, that is, it's almost like a one-speed engine. The throttle spring under the cover has a lot of slack, and I was wondering if anybody is selling rebuild kits, that maybe would help. Thanks.
 
Also check the throttle linkage. Those tractors have a lot of places for lost movement in the linkages. Make sure the lever on the back of the governor housing is moving its full range when throttle lever is moved from stop to stop. But if the governor doesn't respond to a load put on the engine the governor or throttle tube may have something not moving freely or worn parts or both.
