I am trying to adjust the governor on a c but still is running rough.Is there a set point on the governor, where you start?Do you screw in the speed adgusting screw all the way in, and start from there?What about the surge spring?I adgusted both, going in and out a little at time , but it"s still running rough.The springs look like they are in good shape.

If you do not have an I-T IH-8 manual get one. Paragraph 155 explains how to do all the adjustments and would take up a lot of lines here. Page 42 by the way.
 
i don't know what running rough means to you. usually the engine will surge when the governor is a problem. however, if this has just began i would look at another area first.

sometimes, my C will surge, especially in spring of the year, after sitting for a while. most of my problem is fuel not getting to the engine. once i get the fuel line,etc, clean, the tractor generally runs fine. you should have a steady stream of gas at the carb., about the size of a pencil.
 
I do have gas in the carb it has a good stream of gas , spark is good , and it does surges. It runs ok on low idle , but it runs rough and surges on high idle, and after 2 or 3 min. it dies

Surging is caused a lot of times by a carb that is running way to lean. If you choke it some does that hurt or help?? If it helps you have either a clogged main jet or if it is an adjustable main jet you need to open the setting up a little bit. If it is like my BA you can try this, non-adjustable main you remove the cover plug and let gas flow out of the main jet and if it does not flow well take a small wire etc and poke into it to clean it out
 
I believe that the rough running as described can be blamed on fule delivery. With the valve shut off, remove the fuel line at the carb. Aim it at a pan or clean container of at least a gallon. Open the valve and watch the fuel come out for a minute or one gallon or so. If it starts fast then slows to a trickle, the line, or sediment bowl, ot tank to bowl connection is plugged. Dieing after 3 minutes and serging is a fuel starvation issue. Jim
 
Rough running could be carburetor, ignition, or timing.

Rough running can cause the engine to surge.

Do you have the carburetor timed to the governor?
 
Have you checked the valves for equal gaps between the rocker arms and valve stems?
