856 IH hydraulic outlets

I have a 856 IH tractor that has dual remotes the right remote works great has pressure both ways but the left one only has power one way and I have switched the hoses around the same thing. I also tried a different hydraulic cylinder same thing happens. How do I fix this?
 
Well they are BOTH double acting so if it is not the stop bolt under the lever from going down far enough then change the hyd coupler as it maybe the problem . Just guessing since i am setting here in the warm and not looking at it.
 
Do both levers move the same? Both should have four positions, all the way back for up, neutral, one click forward for down, and a second click forward for float.

The stop bolt tractor vet is talking about is on the bracket that holds the lever. If it is holding the lever from moving that is why you don't get power down. Remove the stop bolt and see if that makes a difference.

Does the tractor make grunting/squealing noises when you aren't getting power to the cylinder? If so it's probably the coupling. It is trying to force pressure but can't because the coupling is bad.
