544 utility throttle

I recently purchased an IH 544 utility gas, hydro. The throttle return spring is stronger than the friction in the throttle that would normally keep the engine at full throttle. I have to keep my hand on the throttle or it returns automatically to 1/2 throttle or less. It looks like there may be a spring-loaded friction device on the throttle linkage near the steering post under the dash. It that is true, is there an easy way to access that area to tighten the jamb nut?

Throttle lever is splined, I just tightened the nut on top of throttle lever to fix mine.

I'm junking a 544 hydro. If you need anything let me know before I haul it to the scrap yard. Hydro is bad.
