With tractor not running and cover off regulator. Turn key to on, should one of the 2 relays move. Turn key off should drop back. Iam not seeing or hearing anything. It is overcharging rebuilt alternator(Delco) just new. Should have went with one of those one wire jobs have one on a 1026 has worked fine last 4 years. Thanks guess Iam curious about the regulator with key on and tractor not running. Thanks again.

Make sure regulator is well grounded and the small wire braid from the mounting foot to regulator base is not broken.

Assuming no problems with the alternator/regulator wiring, the problem is a bad regulator.

Regulator wiring checks:

- Continuity between regulator terminal F and alternator F
- Continuity between regulator terminal 2 and alternator R
- With ignition "on" there should be +12 volts at both regulator terminals 3 and 4.

Also there must be a SOLID solid ground at the regulator (the relay base, not just the reg mounting bracket).

The relay will not close until charging voltage closes it. Until that point the red lamp activates the field current. The other unit in regulator is the actual regulating part. The points carry the field current and have to be sparkly clean. When alt starts charging those points open when reaching adjujsted voltage setting to cut field current, then close again as soon as voltage drops . It does this hundreds of times a second that is why they are called vibrating regulating systems. Electronic regulator do this with solid state components and they used to preach to us that this could take place as high as 7 thousand times a second. I never tried counting it. Good wires, good connections, including grounds essential on either kind.

If your overcharge problem is not caused by a poor ground, there are solid state direct replacement regulators avalible at parts stores.

A direct replacement solid state regulator allows you to keep your newly rebuilt 10DN (external regulator)alternator, and still have the charging accuracy and reliability of a solid state regulator.
Should be the same regulator that fits a mid to late 60's Chevy with charge light system. Ask for a solid state regulator at your auto parts store.
