Assuming it is to be replaced, just use a dremmel or air powered die grinder to cut through the weld. Cutting through the hub to releave compression stress on it might also be needed. Some are radically difficult Jim
 
It isn,t luck, it is very normal for those to be nasty. If you are trying to keep the wheel, I would cut the weld as I described, then heat the steel parts as much as possible without ruining the wheel's plastic parts. and applying some PB blaster, or other juice. Jim
