Super C steering support

I got the instrument panel off the C over the weekend. When I got the panel off, I noticed a machined pad with 2 tapped holes in it. The big hole goes into the torque tube. I didn't see anything in the parts manual that appears to bolt to it. Beginning to think it was a reference point used to start the machining of the torque tube ends. Anyone else have another idea?

The large hole could be used when aligning the torque tube to the transmission either for viewing or to use a wire or cord to align the shaft. The taped holes would have something to do with the battery box if not for this model for a previous model.
 
The tapped holes are for the instrument panel on a Super A (uses the same housing), don't know the big hole.
 
Thanks for the reply. Like I said before, this tractor has been over on its left side. I just wanted to be sure there was not something missing.
